Season both sides of shrimp with garlic powder, salt, pepper, and paprika
In a large bowl combine cabbage, cilantro, and green onions (mix well)
To create the sauce in a separate bowl add mayo, sour cream, sriracha, and cilantro (mix well)
Add olive oil to skillet and preheat over med-high heat
Add shrimp to hot skillet and cook 2 min per side
Warm tortillas on the grill or in an oiled pan (optional to add cheese between to tortillas)
Layer tortilla with guacamole, cabbage mix, shrimp, Cotija cheese, and sauce
